Jackson McNeil’s journey into transportation planning started with a fascination for movement and connection. From his early days as a city planning student to his current role as Director of Transportation and Mobility at Innovate Memphis, Jackson’s passion for smart, sustainable transportation options has shaped his work in the city. With a focus on linking people to better ways of getting around—whether by walking, biking, or transit—Jackson is working to make Memphis a more connected, accessible place for all.
On Episode #12 of Just Bluffin’, Jackson shares his story and the vision behind his work in shaping the future of transportation in Memphis.
Jackson’s love for transportation started early, but it wasn’t always his main focus. “I didn’t have some big ‘aha’ moment,” he laughs. “I’ve just always been a city nerd.” Armed with a degree in City and Regional Planning, Jackson began to see transportation as the key to unlocking the potential of a city. “It’s not just about roads—it’s about health, economic opportunity, and even how we connect with each other,” he says. Growing up with exposure to cities like New York and bike-friendly towns abroad helped him envision what Memphis could become. Now, as part of Innovate Memphis, Jackson is channeling that passion into real change, making sure that Memphis has better, smarter transportation options for everyone.
At Innovate Memphis, Jackson’s days are a whirlwind of partnerships and problem-solving. One of his key projects is the Commute Options Schools program, which helps ease the car congestion around schools by promoting walking and biking. “Some kids can’t ride the bus because they’re too close to school, and others go to charter schools with no buses,” Jackson explains. “So we’re creating safer routes for walking and biking, and helping make those options more accessible.” It’s all part of his larger goal of creating a more vibrant, connected Memphis where transportation doesn’t just rely on cars. Jackson and his team work with a variety of partners—like the Downtown Memphis Commission, MATA, and Explore Bike Share—to make this vision a reality.
Jackson’s path to Innovate Memphis wasn’t a straight line. “City planning is broad—there’s housing, environment, and economy, but transportation really grabbed me,” he says. It’s personal for him. “I’ve seen how transportation can unlock access to jobs, improve health, and reduce isolation, especially in a city like Memphis, where so many people can’t afford or don’t have access to a car.” Jackson’s favorite part of the job? “Nerding out about transportation,” he grins. “There’s always something new happening, and I get to learn from cities around the world and bring those ideas to Memphis.” His work is all about building smarter, more sustainable solutions, ensuring Memphis moves in the right direction for the long term.
And his favorite Memphis memory? “Marrying my wife here,” Jackson says, a smile in his voice. “We had our wedding at Cedar Hall with friends and family, many of whom had never even been to Memphis before. It was a reminder of how special this city is to us.” That’s Jackson’s ultimate mission—creating a Memphis where his kids, and kids all over the city, can thrive in a connected, accessible environment.
