Jessica Lotz, Innovate Memphis
Some people thrive on solving complex problems, bringing creativity and structure to the biggest challenges facing our communities. Jessica Lotz is one of those people. As the Executive Director of Innovate Memphis, she is leading efforts to reimagine public services, develop data-driven solutions, and build a more connected Memphis. Her work spans across sectors, addressing issues like digital equity, transportation, blight reduction, and civic engagement.
On Episode #15 of Just Bluffin’, we discussed how Innovate Memphis is working to bridge the digital divide and develop data-driven solutions to inform policy and community development.
Jessica’s journey with Innovate Memphis began after years of experience in education and public service, where she developed a deep understanding of how systemic challenges impact communities. Since stepping into her role, she has worked to expand the organization’s reach and effectiveness, ensuring that innovation translates into real change for Memphians. “I love being able to see the bigger picture—how transportation, data, public spaces, and digital access all intersect to improve quality of life,” she explains.
One of Jessica’s biggest focuses has been bridging the digital divide, particularly for seniors in underserved communities. Under her leadership, Innovate Memphis has implemented a five-week training program that teaches seniors how to navigate technology confidently. The program not only empowers participants with critical digital skills but also provides them with a free device, ensuring they stay connected in an increasingly digital world.
Jessica’s leadership has also driven the reimagining of public spaces in Memphis. Through the Civic Commons project, she has helped shape initiatives that activate parks with programming designed to foster community connections, from live music events to outdoor yoga. “Public spaces should be for everyone, and we want to make sure they reflect the needs and interests of our entire city,” she says.
Perhaps one of her most ambitious efforts is the creation of a Civic Data Hub, a centralized platform that consolidates key metrics across multiple sectors, including housing, safety, education, and economic development. Jessica envisions this hub as a transformative tool that will equip nonprofits, policymakers, and researchers with the information needed to make data-driven decisions. “Having access to real-time data allows organizations to move from reactive to proactive,” she says. “It’s about making smarter decisions that lead to lasting change.”
Through all of these initiatives, Jessica remains committed to making Memphis a more innovative, connected, and forward-thinking city. Her favorite Memphis memory? Attending the Sunset Symphony as a child, sitting on her dad’s shoulders as fireworks lit up the riverfront. That moment of shared civic pride is exactly what she hopes to cultivate through her work—creating a city where all residents feel engaged, empowered, and part of something bigger.
